Los Angeles "City Limits" does not go to Orange County but Los Angeles "County " does. If a location is serviced by the Department of Water and Power and the people living there can vote for Los Angeles mayor then they are in the City. Otherwise it is the county. All other cities have their own mayor/city manager and city government. I believe the City limits ends at Manchester Blvd south and Alameda East. After that it's county. I do not believe the 405 freeway is in any part of Los Angeles "City Limits". Los Angeles county cities such as Santa Monica, Inglewood, etc. Long Beach may be the last major city before Orange County.
