The operative words are: “In 1987, states were permitted to increase speed limits on rural interstates to 65 mph.” The question I have is, when did California raise its limit?
In Michigan “rural” means outside of large metropolitan areas. I don’t know what it means in California or what it meant in 1994. And I still don’t know what the standard practice for ticketing was along that Brentwood to Dana Point stretch of freeways in 1994. –Jasper
