ALL articles that I searched for the date of the repeal called it a LAW.
Also, the way that the FEDS get states to go along is to withhold Fed money. Same goes for the drinking limit --the most recent one I know of.
Any state that was slow changing to 55 mph would find themselves not getting any highway money from the Feds.
At any rate --all states were in compliance before it was repealed.
