I think you are correct that the requirement to become an "expert" in the LAPD is nothing more than shown interest. Shipp's position as teacher at the police academy was blown up to make him look more important and more credible as a witness. In Raging Heart Shipp shows Nicole and O.j. his list of what to look for in an abuser. So much for counseling. This is in all likelihood the extent of his teachhing job at the academy, concidering the number of seminars that officers have to sit before making detective. I think fuhrman said it took a week before exams.
And look at Mike Brambles and his "expertise". He was first an expert on pedophelia, then on forgeries and then he became an expert on organized crime. All he needed was the right connections upwords, (Darryl Gates). Brambles even testified before a congressional hearing as an expert on organized crime.

But he was also a loose cannon, and there were signs that Brambles was too unstable to maintain a high position in the LAPD for very long. In 1989 Brambles's world came crashing down when a former partner accused him before a grand jury of coaching a witness. Accused of rigging a photo lineup, Brambles was demoted to West LA auto theft and ordered to appear before the grand jury. There he denied the accusation and lied about the reason for his demotion."
