Pat, I think the power out in the winter would be worse for most of us--except people who live in high rises.
I learned all kinds of little tricks to help out. We were lucky to have a gas water heater and I filled empty water bottle with Hot water and they make excellent hot water bottles. They retain the heat for a long time. Just get the top on good!!
The water can be boiled as well --with a grill near the back door.
At least in the summer the windows can be opened or you can take multiple cool showers, etc. And it is easy to cook outside in the summer time.
We had a great deal of cooperation in the city as well. The radio stations (running on generators-24/7)were life savers for many.
It really brings out the best in people.
