It can be done. And it could be done before 94.
If you ever watch Law and Order on tv--they even call it a phone dump.
No, it is NO surprise that the LAPD would do horrifically bad police work.
I have been thinking more about the possibilty of Kato Meaning for Ferrara to call the cops. If it weren't for the no bugs on the glove, it would fit like a glove.
Ferrara didn't seem like the sharpest knife in the drawer. And perhaps Kato's previous "joking" all the time manner got in the way of her thinking he was serious.
If it is true that Kato had that whole conversation--and the noise planned--it would make perfect sense to do that...ask her to call if he wasn't back in 10 minutes.
IF he made up the noise--and trying to get her as a witness (even if it were over the phone), it makes perfect sense for her to have called the cops and not Kato himself.
I know that the no bugs on the glove kind of throws that scenario away but when you think that he might have been orchestrating the whole conversation, the time, and the noise, it sure makes you wonder.
