Lets go back to the playground and look at doves and hawks. (I was taught in some of my psycology to look at children on the playground and you could understand grown ups and it works.)

Lets look at who gets the bloody nose. The kid who comes out with his fists up, usually can find a fight and sometimes is on the loosing end, cause somebody is going to take on the bully.

Then you have the kids who is so afraid of a fight that he is often the one who is picked on by the kids who is always in the mood to fight. Easy to pick on the scared little kid.

But there is a 3rd kid who does not often get in fights. Never raises his fist but the kids know that you might be on the wrong end if you pick on him.

I have a good illustration of this kind of kid. My brother in high school was a fairly big kid, but not in the least interested in physical fighting. More a lover than a fighter, till one day the school bully decided to pick on him and he beat the stuffing out of him.

So if you go around as the bully and make war with countries that are the little kid, then one day some kid-that you never suspect will beat the stuffing out of you.

The US is quickly moving to getting the stuffing beat out of it.

Most of the world knows (read the foreign press) knows that the adminstration had plans for war with Iraqi long before 9/11 happened. exemplifies the kid with his fists raised as he reaches the playground.

We have forgotten that the best defense is "to speak softly and carry a big stick". We forgot how to speak softly, just how to carry a big stick.
