At the same time however, we can't wring our hands and refuse to do anything but bomb from 30,000 ft. (which actually causes MORE innocent casualies).
We can't be AFRAID to engage the enemy.
I believe the Terrorists had gotten so used to nothing being done that they escalated their Challenge and Destruction to us.
