This may not make sense. There is something that I know or guess that is personal. As explanation and this is not it. Lets say that in a certain time period I notice that my neighbor goes on a trip and that when this happens in a couple of weeks we bomb a country.
Now I am guessing that there is something that needs to be done proior to a bombing that cannot be done until till they know they are going to do it. This seems to take a couple of weeks. I think that this is what is going on.
Remember this is a guess on my part. And to me it would be treason to divulge this. But it is going to be a couple to 3 weeks before we do anything but small stuff.
