I know that after the first World Trade Center bombing showed the FBI and other Law Enforcement agencies as well as INS were instructed to stop keeping info to themselves, that making people wait or incarcerating them was better than allowing the people to get away. This was done when they stopped the bombing of the Holland Tunnel during rush hour. The plan was to kill as many people as possible which is why I am so puzzled by the timing of this attack as two hours later more people would have seen it and more people would have been killed which is their objective according to all they have done before.
