I learned today that two VERY important directives came out of DC in 1995. I wonder if they were before or after the Okla City Bombing.
First, I learned the Reno Justice Dept. in 1995 gave the INS an directive that to arrest ANYBODY they had to get Permission from the top people in the Justice Dept. This I learned kept people who were non-citizens (as the Arabs) who were roaming around without the proper documentation.
Second, I learned that the CIA under John Duetch ordered also that every attempt to recruit people to inflitrate the terrorist organizations also had to have top permission from his office.
Both of these directives put a real strain on any control or spying on terrorists. In this country and in foreign countries. Deliberate? Afraid that something Would be found out? charlie
