I found this site( http://www.usdoj.gov/oig/gobr/execsum.htm ) to be extremely helpful. I am convinced that the authors did everything they could to get to the bottom of the allegations and filed a report that was as complete as they could get it. However, I think they missed the significance of what they found in the small number of DOJ people who attended the affair between 1980 and 1995 (44) and the even smaller number of federal officers who attended after 1988 (22) when they found the most egregious racist activity.
More about the power of small numbers later. Just want to leave you with this thought: During WW II the submarines comprised only 3 % of the US Navy fleet. They accounted for over 40 % of enemy vessels sunk. --Jasper
