I'm not surprised, but something should be done. You once mentioned your brother's occupation. I'm sure he would know how to complain about the police's behavior.
Also, given the potential seriousness of such a situation, perhaps you could ask the local PTA to send a notice to all schools in the area on the incident and to recommend ways of protecting the kids. Better yet, urge the PTA to place a public service ad (in the same media which ignored this event) to give notice on the incident. Concerned parents can then take up the issue on all fronts.
The simple fact that there are people on the street who would even contemplate kidnapping a child is very scary!
