Charlie,
You got me started on measuring shoes and I have gone through husband's and sons' shoes all morning (they are beginning to look at me funny) and sizes are all over the place. The sole of my husband's sandals measure 12 inches and he is a size 8!
Then I looked up Shoe.sizing on Google.com and there were lots of charts available. This is one of them http://www.shopworld.co.nz/egmont/sizes.htm
In general the charts measure the socked foot from the big toe to the heal. In other words, a 12 inch sole would not fit a size 12 foot.
The charts are somewhat different in their comparasons to European sizes and also between themselves.
