If people would realize that control has to be an internal process, not an external process, then all would change. Sure there has to be some control of those in your environment. But when it is this external control because one lacks the internal control then you have police shooting just because they can. A lot more needs to be done to find out the psycological makeup and motives before a recruit is accepted on the force.
