I use to think that the government; ergo the people, made legislation policy. I was wrong. I know now that Hollywood makes the policy that Americans live by.
I just saw a program on the History Channel that discribed how Marijuana became illegal in this country back in the late 1920's.
Propagada films were created (at the request of a J Edger Hover-wanna-be) to portray marijauna as an insainity, orgie,and murder inducing drug. The reason? To have an excuse to get rid of the Mexican labor force during the depression era. I'm not trying to sound like Timothy Leary, but com' on!
