To add to Charlie's post and the other info, the LAPD had actually arrested one or two suspects and charged them for the Niggs shooting.
Some time later, these suspects were released, although there was strong evidence implicating them---including a possible confession.
I don't think that this release was ever explained to the public. If it was, I wasn't able to find anything more on the matter in print.
