There's some really high-end boutique in Beverly Hills called the "Spy Shop" that does cutom order stuff. In the state of California (and I believe that state ordinances govern the exact nature of wiretapping permitted) it is only legal to wiretap ANYONE UNDER ANY CIRCUMSTANCES when extortion is percieved as a likely topic of the conversation. Since Pellicano lived in California he fell under this law which as I can see extends as far back as 1993 which is when Weitzman and Pellicano announced that their wiretapping was legal in the Jackson '93 scandal because of that law. Messereau recently recalled that same statute when defending some more recent woretapping that had gone on in the current Jackson debacle.
