Jasper, Recall I said the patrol call stopped by Schwab was from another division? This is what I mean. He was patroling out of district? Don't think so. I think he may have been called to that area to respond to the dog barking call and then left when Schwab assured him it had been resolved. Remember the old lady called not only because of the dog barking but she thought it meant something was wrong at the address across the street. But nobody actually arrived at the address til the bodies were found---or did they? I think the Schwab patrol car was sent on the first call.
I think that there is overlap if there aren't any patrol cars to respond from the immediate division. Or someone from another division is closer.
I can see where abuse of this may happen as well. Easy to claim that you were the closest or that you were nearby when you heard the call, etc. Or that you were in that district on a coffee break or dinner, etc.
I believe (if memory serves me) that Scwhab's cop was from Wilshire Division.
