Correct. It just makes it clear to me that what can be done today--perhaps easily--was not as easy back then. Also, with the construction, although not in progress on Sunday evening, perhaps there were lanes that were not available in parts of the highway. I have driven many times on a day that they aren't working but the trucks, the markers, the closed lanes, the barrier walls, etc. are still there and cause a pause in the traffic if not a complete slow down as say 4 lanes go into 2 and to go slower due to the condition of the roads.
And another thing to consider is tha Parks spoke of the heavy traffic that night via the airport--it was later when he was discussing but there may have been a build up beginning.
This was June 12th. Perhaps schools were out and it was weekend drivetime for weekend trips. More people on the roads. That has been my experience coming home via the interstate on Sunday night. The evening gets heavier and heavier as people have waited til the last minute to start home.
