Wasn't the speed limit in California in 1994 55mph and not changed until 1996 when the National speed limit was abolished by Congress. Calif and Texas increased their speed limit to 65mph-70mph on highways? Would someone be driving 70 - 80 mph on a 55mph highway without worrying about getting ticketed(especially in a construction area)? And in Calif tickets are doubled in construction areas.
