I have not seen the information on OJ's appeal. However, we did run into some construction and it was not a problem. California has a way of maintaining the traffic flow while doing construction. As for having to travel all the way past Dana Point and then come back, there are several roads off of the interstate which would take you to the Brown's area or the Pacific Coast Highway. It seems unlikely all of these exits would be closed off. Dick has a good map of the area on his site.
At this point, I am inclined to believe Judith Brown did call the Mezzaluna at 9:37pm from her home in Dana Point.
