I forgot about the fancy collar. Tags are attached to the collar. They are to find a loose dog and to make sure they have had rabies shots. The leach would rarely be on a lost dog. A collar usually comes off before tags come off a collar, so they were probably removed. You have to unbend the metal atachment to get tags off. Usually takes a tool. Collars can slip off or like my cat the animal learns how to unfastion them. Consequently it is a high probablity that the tags were taken off. They would be put on good as OJ had had so much trouble with the other one running off. So they wanted the dog found but did not want it easily identified. Some dogs have an extra tag that gives the phone or address of the owner.
