Yes, he crossed back over to the west side of Bundy at Gorham. He says so explictedly.
It appears you think he saw the dog barking at the paths, the couple, and the cop all on the east side of Bundy before getting to Gorham. There are five houses on that side of the side. At the first three the dog is barking up the paths to the houses. Does the couple come by then?
Given that the fifth house is located in the curve of Bundy, it means he saw the cop about the fourth house. Does the couple come by when the cop is there?
At Gorham, he crosses back to Bundy (it makes sense if you look at a map). When asked about the couple he says, "AFTER I HAD WALKED DOWN GORHAM TO AMHURST AND COME AROUND UP DOROTHY AND ENCOUNTERED THE DOG HERE (INDICATING) AND WALKED WITH THE DOG -- AND AS I SAID, I CROSSED BACK TO THE WEST SIDE OF BUNDY HERE." (He is tracing his route from first seeing the couple until seeing the couple the second time.)
How can he cross back, if he has not cross the first time?
Schwab saw the couple on the west side of Bundy after Gorham and before Montana.
