If the dog had his collar on it is very easy to find the owner. If he did not have a tag that gave the phone number, it had a rabies tag. The rabies tag gives the vet and the vet can track the dog. A dog owner would know that and know that they can find the owner as soon as the vet opens. I just looked at the cats collar. There is also a number on the rabies tag with the vet name and his other tag is his licence and it has a number. Nothing was said about the humane society could find his owner or anything like that.
