Jasper, Well, whomever said it, it was good.
It is an idea whose time has come again---with some oversight.
I say that because I read of the 2nd Grand Jury in the Okla City Bombing Case and the jurors spoke afterward of being totally shut down and out by the DA's and the government. They tried to act like a real Grand Jury is supposed to do--be a fact finder--and the government basically shut them down---denied their access to materials, and denied their requests for certain witnesses.
