I agree with your theme and still find all the irresponsibility that went on (at O.J.'s expense) nothing less than incredible. This kind of stuff is not supposed to happen in America!
Regarding Tracie's contact, the serious nature of the leak's suggest to me that she wasn't a pawn, but rather just another ambitious opportunist.
I could see how she might be used as a pawn, but in this case, I think the people with the controls might've feared it too risky since there was a risk that once she found out, she might blow the whistle.
The leaks she passed on could've also worked against those involved in a cover up or whatever. If so, then her source --especially if intimate--would've likely asked her to refrain from passing on any and all info which was not public.
