Jolana, I have no idea whether this is true or not but I do know that Det. Luper IS working with Bosco now.
Since Luper was at Rockingham all day and is commonly considered to be the "man in charge" at Rockingham, I have always seen this as an indication that Luper believes something is wrong. And he may have personal knowledge of WHY things seem "wrong" to him.
