You don't have to have a belt to wear a bepper at your pants waist. Women wear them on skirt waists all the time.
What close people do after someone dies may be strange but perfectly normal. Taking the uniform is normal. It is your loved one, so a woman in shock will decide it has to be washed for them. It is a way to hang on to them.
