Daryl Gates is, for sure, the common dominator between Fuhrman and Brambles. Where does Constance Dial fit in? Was she ever REALLY in charge of narcotics or intelligence or was there a shadow department that reported to Gates through unofficial channels?

The reason I'm asking these questions is because of the showdown Fuhrman had with the other high-ranking female officer Margaret York. In winning his dispute with her through the intervention of his union representative he demonstrated that in that instance, at least, a Police Protective League delegate outranked an LAPD lieutenant. It couldn't have been an isolated case. The PPL was a perfect organization through which all kinds of shadow departments could operate.

I'd like to know when Fuhrman became a delegate and whom he represented. Did he represent Brambles? Did Brambles represent him before Fuhrman got elected to the post?

One way to find out is by knowing how delegates where selected (by precinct? By job assignments?) and who worked in those places or positions when Fuhrman was elected.
