The older daughter reported child abuse and neglect. I don't know about their laws, but in Florida, once a report is made you MUST invistigate. This includes looking at the children and taking them to a doctor for evauation, unless it is proven a false report.
If the care taker does not produce the children then the police are called to take the children until an invistigation is made.
Now due to the fact that the state has limited facilities to put the kids, they rarely take any but the most abused or neglected kids. Belive me the state does not want any more kids than it is neccessary to take. It has nothing to do with poor or rich.
