When you are an agent of the govt and have its power and authority that you can wield against people, you can do things other people can't even imagine.
All you really need to keep people from blowing whistles is to amke them believe you not only can but will make their lives living hell if not end it quickly altogether.
It's kind of like orgnized crime does it.
Why no one knows who killed Hoffa, for example.
Fact is the government, through cooperation with the media and otehr powerful orgnizations in American can ruin people.
Look at what tobacco comapnies did for yours to keep information about tobacco completely bottled up.
And they were not even as powerful as the government.
