Getting gov. forms is easy. I used to walk in and take forms all the time from the local state office. I did not work there, but used the forms in my job. After they showed me the first time where they kept them, I just helped myself.
Not that hard to take a old form and recopy. Now the trick was to run it thru Bailey's fax. But then again it could have been an old form that had come thru his fax and redone and copied. Then if you just wave it around no one knows the difference.
