Toto doesn't have to be a little terrier like the drawings in Baum's Oz books or Mervyn LeRoy's Oz movie.  In 1908 he created an Oz showcase combining personal stage appearances and colored film  that featured a little girl as Dorothy and men dressed up as the Tin Woodman, the Scarecrow,  the Cowardly Lion  and Toto.

The lion looks more like Dorothy Moxley's dog in the scene at her house with Mark Fuhrman and Stephen Weeks, but then you have to pay attention to what her dog is doing; He's lyin' on his belly and forelegs at her feet. You can't see Dorothy Gale's shoes in the 1908 photo because the lion's head is in the way.

If Fuhrman is the Murder in Greenwich token for the Tin Man, Weeks is the Scarecrow, and the dog at Dorothy's feet is a composite of Toto's name and the lion's position, you have a mirror image of everything you need to slide Dorothy and the dog between the men. You can't see Dorothy's shoes because the dog's head is in the way.
