I may be wrong but I think that visa's are given thru the ambassador of the country in which they are stations, more a low level employee of the ambassador. It is not the long term immagrants that ask for citizenship etc. that seem to be the problem but more the short term that get visa's at the ambassadors that are the problem. I don't know if this is under INS at all. But you take clerks that are in a foreign country who may not even be able to do the checks or are too easy to turn a blind eye for cash under the table or other gifts. Someone correct me if I am wrong, I don't have time to look it up. I went to get a pass port cause I knew it might be hard for me to get. with the right papers it was not, except it has the wrong birthday on it. The reason that I thought I should go ahead and get it while I was in a town that was a big office is that my birth certificate does not have my name nor the right birthday. But I have the paperwork to get from the birth certificate to who I am now. Now you take a foreign language and customs, it is very difficult to check all this stuff. But there should be a better computer system to track who is in and out of the country. When they enter the first time they should be given a number similar to our social security number and that number should follow them each time they enter and leave. And the computer should be set up to cross check the name, birthdate etc. to keep them to using the number. But this has to be done also at the place of origin of giving the visa.
